A key goal of the PMH1 Project is to minimize traffic disruption and maximize predictability during construction. The traffic management plan for the project includes a number of requirements for limiting delays.

No lane closures are permitted on Highway 1 during weekdays, and the contractor will not be permitted to engage in activities along the corridor that disrupt traffic flow.

Where lane closures are permitted, generally after 7:30 p.m. and before 5:30 a.m., allowable traffic delays will be limited to 10 minutes or less between Vancouver and Coquitlam, between Coquitlam and Surrey, and between Surrey and Langley – or up to 20 minutes if traveling the entire corridor.

Travel times will be monitored, with penalties levied against the contractor for delays exceeding the allowable limits.
