Design Build Contractor

The PMH1 project is being implemented by Transportation Investment Corporation (TI Corp), a provincial crown corporation. TI Corp has a contract with the Province to deliver and operate the Port Mann/Highway 1 Project, with Kiewit-Flatiron General Partnership as the design-build constructor.

This structure maintains government oversight while ensuring that tolls collected for the project will go towards paying for the project. It also ensures that cost overruns or construction delays will be the responsibility of the design-build contractor.

The Design-Build Contractor for the Port Mann/Highway 1 Improvement Project, Kiewit/Flatiron General Partnership is a joint venture between Peter Kiewit Sons Co. and Flatiron Constructors Canada Limited. Since establishing its presence in British Columbia in the early 1940s, Peter Kiewit Sons Co. has been a leading heavy construction contractor, earning the reputation for successfully delivering some of the largest and most challenging projects in the province on time and within budget. The Kiewit group of companies is among North America’s largest and most successful contractors.  Flatiron is a subsidiary of Hochtief, a leading provider of international construction related services, consistently ranked among the continent’s top builders, providing quality and ingenuity in transportation and civil construction.

Kiewit/Flatiron operates under a Design Build Agreement with TI Corp.
